now we have to go to a huge subject of wheel dynamics...
by the way both wheels can take independent rotation. ..
they are equidistant but not necessary that both have to take equal rotation. ..
on turns the wheel at outer curve is slightly elevated and takes greater no.of turns covering greater distance. ..

the tracks are raised at an angle of 15 degrees depending on the speed at which majority of the trains will be crossing it
suppode the curve is at a big stations platform then the elevation is decreased as trains wont cross at greater speed.
if elevation not done, it will lead to wear and tear if the inner track...

I am not sure, I heard it from one of my friend whose dad is mech engineer in IR. Other than banking, wheels can turn right or left depending on curves. Not big movement, slight movement. Goods train are not provided with these feature, that is why in curves, where banking is not there, good move slowly.
I am not sure how much truth this is, it was shared to be my friend.
