sir...all I can say is primary reason for Lal Quilla's degradation is its innumerable No. of stops in Bihar...
look @ the stoppages out of 67 halts,34 out of them are from Bihar whereas train travelling only 518km(33%) in Bihar...just imagine how many VCP are still there which have no records at all..
