Since 'Inspection Car' is a special purpose coach meant exclusively for the travel of 'Divisional/Zonal Heads' or 'Railway Ministry Officials'.......attaching the car at the back makes it easier to 'Detach' when the 'Official tour' ends like at an intermediate station and the train can proceed further towards it's destination.Now,if the car is attached at the beginning or somewhere in between then the whole process of 'Removal/Detachment' makes it lengthy since the whole rake has to be disturbed.
