If thats d case, Kalghatagi-Yellapur-Sirsi-Siddapura is also a forest area. Moreover the intention of TLGP - HNA and UBL - ANKL line is to connect Main land with Port. So the main purpose gets defeated. If Alnavar/Dandeli/Yellapur-Sirsi-TLGP needs to be connected, then it shud b done after TLGP - HNA and UBL - ANKL lines are constructed
