Can a wl tkt passenger travel with other confirmed tkt passenger in garib rath?
Myself having a cnf tkt and my friend also wants to travel with me but his status is waiting. So can he travel with me with wl tkt if his status remains in waiting also?

It depends on the TTE. If he is okay with it, then there wont be a problem. Generally if a confirmed pax is willing to share his/her berth with a waitlist pax, TTE wont raise an objection.
Phoolchand, if you want to know the rule, then it is a BIG NO. Baaki tho coacheshwar yaani ki TTE ke haath may hai :)
Normally in case of partial waitlist ticket, TTE will allow if the co passenger is ready to share his/her berth. But i dont think that TTE will allow a separate wait list passenger to travel . Anyway contact the tte before boarding.
