does loco pilot just depend on the signalling system to run the train or do they have an elaborate TT with them handy when piloting the train ?

Does the Loco Pilot decide on himself for slowing down or speeding up on a particular high speed section like DOS-MGS depending upon the ground realities or does he/she wait for the control room/guard's further instructions ? :-)
