I completely agree on Lucknow. It has the critical mass in terms of distances, population and relative political importance to justify a metro. Which is why it is already being implemented. Ghaziabad would never have been able to justify a metro for itself if not for being adjacent to Delhi and hence having enough critical mass if considered as part of NCR altogether. That issue is why DMRC refused to consider extending the Delhi Metro further into Ghaziabad beyond Kaushambi and UP govt had to fund that extension itself. Its the same reason why DMRC refuses to extend services to Greater Noida despite hundreds of builders claiming it is approved and also defining metro station locations in their advertisements. There just aren't enough passengers to return an operational profit.

We need to understand that DMRC (or other similar entities) conduct feasibility studies for running metro services and when feasibility for Capitals like Thiruvananthapuram failed for Metro and then even Mono rail, then how can other smaller cities pass the feasibility test. I know Allahabad quite well and am confident that it can never pass an objective feasibility test for either Metro or Mono in the next 10-15 years. And if Allahabad cannot pass the test, despite being almost the administrative capital of UP (High Court, Education, Police, CDA Pension.. the list is long) then any other city in UP (except GZB, Noida and Lucknow) cannot even imagine metro transport for a similar, if not longer, period.
