Simple solution, develop WB as much as you so that influx into other states will be reduced. Running trains back to back in any number will not help.

This kind of travel is absolutely normal in North bound trains from Bihar.
Only This train & Raptisagar will have Pax like this, Dirty trains, Even the Smell of the Train wont go for 10mins After the Train Dep.
Getting into the sleeper coaches of guwahati bound trains is anyways difficult and for those already inside, getting to the toilets is even more difficult
