Now thats a question that can have various answers as per practical experience on various sectors. Although on the face of it he has all the right to ask for it, but in my opinion, mostly he would be denied the meals.

Now since you cannot ask for refund of those 210-85= 125 bucks, so can't you ask for the meals financed by that money. Hence strictly by the rules, he'd either have to dine in Ratlam or have a empty-stomach nap. :)

That is what I was trying to mean in the beginning that with change of boarding point a passenger will lose all the rights to ask for facilities provided before. Here luckily Surat comes well within dinner time and he can ask for same...please note that ticket is booked from Mumbai to Delhi paying full catering charges, it's time of boarding also which matters. I have heard of different experience from NZM-SBC Rajdhani via raichur as it reaches sedam, raichur bit late in night.

I guess the answer is No. Because when the passenger changes the boarding point then he is entitled to board from RTM and not from BCT. So I guess he will not get dinner even though he has paid for it
