Cost of dinner is included in your catering charges and hence you'll surely get dinner.
Catering charges for both Surat and Vadodara is 210 hence both ST and BRC passengers will be served dinner, whereas for RTM its merely 85 and hence passengers from there won't be. Always remember, provision of meals ALWAYS depends on the catering charges levied and NOT on the time of the day.
