Afaik , In Mumbai suburban section train can depart before time.
This is done to ensure seamless service and no pf congestion

Local trains too are allowed to leave 3 min before time from the station, to avoid congestion.
UP trains towards CST depart before time if comes early at station.
For E.g. 12134 Manglore Exp left Thane Before schedule.

The other day I was in CSTM-ASO Fast it was 2 mins BT at GC/TNA/DI and departed BT as well, Arrived KYN 4 mins BT but departed On Time only
