All the zones got their pending budget trains in January now at least NFR should get the pending train 55427 APDJ RPAN Passenger within February....

Railway is spending so much money in NFR projects, so to recover that money they will obviously run premium to recover losses incurred.
This is same reason why Katra regio has so many premiums,

Most of the NFR projects will run in Govt subsidy...similarly Udhampur Banihal Srinagar project will also run by means of subsidy...katra region may afford premium services because many richer sections of the society are visiting Vaishno Devi...
I think NFR takes minimum 2 years to start a train

Rightly said and there happens a harakiri of innaugurations just befor budget.Earlier its doesnt used to be the case.NFR innaugurations lost steam after 2011.Trains those are announced are also useless.Hope the demands of Kamakhya Pune,Silchar Kolkata,Agartala Raj gets true this time.Trains like Changrabandha-Siliguri Jn DEMU is pending from a hell lot of time and signalling things are supposed to be completed.
