The very sentence' booking Clerks and other insiders were involved in the racket is always heard. But unfortunately i dont think so much is being done to clear the mess within.
While we all talk of touts etc, nothing can be done by them without insider support so it is all the more important for railways to take strict action within.

This says a lot about IR ".... exploiting a “facility” in the passenger reservation software. The facility allows someone who has already purchased a ticket to alter journey details and book another train within seconds at the last moment.....

Disabling feature will give lot more Trouble to Touts, and Clerks who are Hand in Glove..
But IR always keeps some...
