You cant expect railways to offer the same. Your are talking about a government whereas railways is an organization.

Govt does many things to garner votes, railway doesnt have to do all those things . It first has to sustain itself and grow and reach a position where it can give subsidies if needed. But before that if we expect IR to give free seats or low cost seats or seats reserved for one particular class or creed or religion, it is sure to doom.
