Demand of merging and trains between GR-MAQ is diff,improper coordination is main reason...
But as per you SWR is useless,except for maintenance and cleanliness...then how come SWR bring KR into profits,i think this is not a small subject just to give a oral statement due to losses KR to be merged....
May be SWR is good in coordination and providing service and passenger friendly then merging is a good proposal
