1) Are waitlisted e-tickets which remain waitlisted after chart preparation cancelled automatically ?
2) On NON Rajdhani/Shatabdi/Duronto trains, can one travel with a waitlisted I-ticket obtained from reservation counter ?

1. Yes, waitlisted E tickets will cancel automatically and will refunded to your account in 3 days
2. No, you are not supposed to travel in any reserved coaches in any trains with fully waitlisted tickets(I/ PRS tickets)
Note: I tickets and PRS (reservation counter) tickets are different.

Waitlisted PRS passengers are allowed to travel in unreserved coaches.
You can also ask respective TTE to allow you to travel in your booked class of travel.
