If railtel has to provide, they will have to bear all expenses and maintain it which would ultimately fall on the govt. With this arrangement, its a win win situation for both the users and google.

If they provide wifi on rural areas then for sure India will get good progress but sad part is that many villagers don't even know what is Internet. I went to one village of interior and they don't know that there is something called internet through which we can connect with world . Many villages are fighting for basic necessities and they don't have access to proper food forget about mobile or Internet . Conditions in villages of India is very poor. They don't have any education . Girls have no safety and children have huge deficiency in their body ... Literally tears will flow if anyone from city visit interior of India
