If they provide wifi on rural areas then for sure India will get good progress but sad part is that many villagers don't even know what is Internet. I went to one village of interior and they don't know that there is something called internet through which we can connect with world . Many villages are fighting for basic necessities and they don't have access to proper food forget about mobile or Internet . Conditions in villages of India is very poor. They don't have any education . Girls have no safety and children have huge deficiency in their body ... Literally tears will flow if anyone from city visit interior of India
