It seems ER have asked from NCR about reason for it's huge delay. Instead of reaching TDL on time, they were never handed to MGS (ECR) on right time. It was getting huge delay 2-4 hours in ALD-vindhyachal-mzp-chunar-jep & hence reaching MGS with this huge late. Hence it was reaching HWH after 8am.
I remember from June 2015 i.e for past 4 months, it was reaching MGS & HWH late by more than 3-4 hours
