If SUR-YPR gets WL sooner which prompt for PNR prediction..means injustice was done with SUR with less SUR-YPR Quota..with WL demand get showcase!!
If with many berth, GR & other station dnt gt mch WL for PNR prediction..thn simply GR getting its share & hence less WL & prediction!!
PT Quota logic if would hav prevailed in this...
