IR is not the sole authority on the HAS-Mangalore route. The HMRDA agreement had the railways, HMRDC and the state government as the stake holders. Any decision will need support from all three to be implemented. It's not entirely correct to blame the HMRDC for the current situation. The agreement allowed SWR to run all the original MG services in their BG forms without any payment, while new/extra trains needed permission and some payment for managing the operations. SWR has not even restarted the original MG services, forget new ones.
The problem comes from all the local politicians and big shots who have huge stakes in the private bus business. This lobby influences the state government...
