If you are traveling in Rajdhani Express(Have traveled in most) people smoke near the toilet and there are no problems whatsoever. In fact the staff in these trains carry packs of cigs to sell at a premium.
Im indeed a fan railways, and would surely want to become an active member, i shall do that very soon. even i was happy interacting with u and i truly appretiate all ur suggestions

There is one way usually happens in most of the trains , people get down of the train when it is halted for a signal clearance, and start smoking , you are niether on train nor on platform breaking the rules, and your co passengers also happy. but it is durantho so you don't have a choice.
