Why is it hauled by a WDP3A when other SR trains in KR are hauled by EMD WDP4Ds ??

My query was why TVC/MAO Raj with 2/3 halts are slower than BCT/AK Raj with 5/11 halts between BSR and NZM
Why loco change is not done at Panvel/BSR ? I even gave a suggestion of sending electric to BDTS trip shed and Diesel link KYN Diesel trip shed as WAP from BSR to NZM would mean diesel waste avoided and also like BCT/AK Raj is allowed to do 130 with WAPs, TVC too will gain clearance soon

WDM3A did 120 kmph with BDTS-DEE GR and WDP3A does 120 Kmph with Rajdhani
But WDP-4/B/D doesnt do 120/130 with YPR-JP LHB Suvidha express

Earlier WCAM2 used haul TVC Rajdhani from Vasai to BRC. so loco change was experimented at BSR but at last at brc it need loco change again, cam to wap, so, bsr loco change stopped.
Once,WAP1 was sent with Rajdhani till Panvel that also didnt workout.
Nearest trip shed for diesel as well electric are available like KYN and BDTS but initiative by NR and CRS sanction is awaited
