Grievance Description:
This grievance is regarding running of 51135/6, 51137/8, 51139/40, 51141/2, 51145/6, 51147/8, 51149/50 Badnera-Amravati-Badnera Passenger train. This passenger train runs daily 7 times throughout the day between Badnera Jn and Amravati Terminus (Dist. 9 kms, Travel time: 15 mins). This train runs with the four ICF-made second sitting class general bogies. The request is to run this train as a EMU or DMU with four coaches. The EMU coaches which are out of service from metro cities such as Mumbai or Chennai can be used for this purpose. This will save a lot of burden on engine which is used to haul this four coach train. Many times a WAG-class engine is allotted to this passenger. Moreover, reversal of engine at Badnera Jn. and Amravati terminus consumes a lot of time. There are not many passengers travelling in this train as timings are inconvenient. Thus, not a profitable train. Introducing an EMU/DMU can facilitate a frequency increase which can attract more passengers towards this train as many people use costly autos to travel on this route. However, this passenger provides a cheap service between these two stations. In order to increase the revenues, railways needs to strongly consider this issue. The REQUEST is to run this train as a EMU or DMU with four coaches and increase its frequency as per connecting departures and arrivals in Badnera Jn.
Current Status: CASE CLOSED
Date of Action: 11 Dec 2015
Details: There is no rake examination facility available at Badnera for EMU/DMU and no CRS sanction to run EMU/DMU in that section. Hence it is not feasible to run this train as EMU/DMU.

I assume, many Railfan knows about WCM6 loco which converted to AC locomotive which is only two in quantity ( 20187 &20188)

There is loco shortage in IR, Passenger trains runs behind Goods Locos, so every loco is precious , so why Ir not using WCM6 locos for this 9 KMS line. Loco are cleared for 65 KMPH,

not in position to wastage/Under use of Rolling capacity, Both WCM6 (20187/8) are doing departmental shunting duties sometime, These Loco can not deploy elsewhere so This 9KM line is best for them which will free up one Main line AC loco
2)There is Amravati Mumbai Express which hauled by KYN Loco so if problem persist they can send loco( WCM6) with Amravati Express to KYN Loco Shed.
3)AMI BD section is not very pantronise so Deploying thesee loco will not affect schedule of these passenger OR other Trains.

Actually the WCM6 locos have now been converted to WAG7 specifications. So, it is practically a freight loco.
I presume these locos have not cleared the CRS tests for mainline passenger operations. Even if loco specs are sufficient, they will not be used for any mainline operations unless they clear the CRS trials. So, while it is very efficient to use these rarely used locos for this short line, if they do not pass passenger trials, they cannot be used.

What load conditions were used for the trials? Freight or passenger rake? Usually all the other RDSO speed certificates, especially for passenger locos usually mention rake type and rake length (ICF or LHB and number of coaches) and MPS for each possible rake configuration. This certification is probably for a freight configuration. Passenger traffic clearance usually requires a much more rigorous testing.

Send suggestion to use WCM6 Loco for AMi BD Passenger & today got reply that closing Case with note MESSAGE GIVEN TO CSTM CONTROL.
Can any explain what does mean by message given to CSTM Control?
