I think it's old method of line clearance, where driver proceed to next station with token given by previous station and hand over to next station. Take new one from there and proceed. This is still followed in many single track route. Delhi- Saharanpur via Shamli still have this system.

Only a basic signalling system. CCT-Kotipalli line also has a token system. But anyways, several major routes used to operate with token system's earlier. Adding 2-3 trains on this route should not be a problem. Getting permission to run through braganza ghats is a bigger headache for the proposed MAQ train.
