yup, because of requirement of local train coaches which are manufactured at ICF.
all zones having suburban requirement (like WR/CR/SER/SR etc) receive higher number of coaches than others due to this.

Agree. Many zones have sub urban trains. The spike is huge when compared to last 5 years or so if we look at ICF outturn details. Apart from ICF other manufacturing facilities also roll our sub urban trains.
