Its seems like zonal railways and manufacturing units web sites are not accessible from outside India.
Do you have any idea on this?
Is this an intentional one to restrict access outside India?

Yes Sir, there is Geo-restriction on govt. sites, like any user from Pakistan can't access our army's fb page or official website. Simillarly we can't access there websites.
These zonal railways websites were working before a month and after that its not working.
Main Railways web site are still accessible.

If you had considered EOGs from ICF, the number might be 500 already.
i have considered EOG's from All RCF + ICF + RBL.
EOG produced in year 1999 - 4
EOG in Year 2000-2009 = 98
EOG since 2010 upto now = 388
