Boss.. who said LHB rakes are to be used in only high MPS routes.. Plan is to phase out all ICF rakes and convert to LHB rakes.. So.. in that process.. they might be giving these rakes to newly started trains.. Nothing wrong in it..

If you see the way the projects are being executed all over India..like completion of last mile projects, electrification, commissionng of new lines.. it is 200% better under present RM than earlier..

LHB upgradation decession taken after considering several factors,first and fore most is Safety concern which is utmost imp then speed and other factors comes.
may be Avg speed is the only scopge given for people to speak some thing abt this train.
