In literal terms it means regularizing of holiday specials is based on actions taken by policy makers, who are usually at least Senior Grade officers, who are based on zonal and not divisional level, although in case of this decision the policy makers probably sit even far up on hierarchy chain; divisional level officers can only recommend but can't take any action here.

That means it is decided by Rail Board only and is done by the GMs in consultation with the RB members i GUESS.div has nothing to do with the changes.But the demand has to be generated and propagated from the Divs only.
