TKD is in NR but TKD ELS is managed by WCR whereas DLS is managed by NR
3 phase locos need different infrastructure than those ELS (like ET) which hold only conventional locos.
space is also an issue in many sheds, and ET holds close to 200 locos, so lack of space coupled with no infra for 3 phase loco maintenance means ET won't be holding P7 at least for now.
