Insuring the railway assets against damage caused by floods is good.
But prevention is always better than cure. Why to allow floods to damage assets and face all the inconveniences, operational losses and then repair and wait to get amount of compensation??
I Rlys have an ocean of qualified and experienced technical personnel. It would be better that all the existing railway lines be surveyed extensively in phases. And plans be made to improve the track through minor re-alignment/ regarding/ provision of culverts etc at strategic locations so as to improve the track...

in totality by making it free of floods, free of permanent speed reductions etc. In view of heavy traffic, this should be a very long term project and phases should be taken up as and whenever a section of track is due for major maintenance. Majority of IRly Track will be fit for upto 200 kmph train operation in a span of 15-20 years.
