This is said in lighter vein.
If we look at our resources vs population, our major portion is going to 'Feed Population' and very little is left for developmental expenses.
So unless govt imposes ban of population , development will happen at snails rate. and this idea of imposing 'ban on population' will be last on Govt agenda. But Govt has fist priority 'to generate resources' and that is possible through 'Price rise' on Govt enterprises
