Actual number of passengers willing to go for journey is much higher than the number depicted by the % of people not getting reservation. A large number of persons does not purchase wait listed tickets, if there is long current waiting at the time of booking ticket. So the persons who could not travel in IR due to non availability of ticket may be much higher than 12 lacs may approcah 20 lacs.
In fact if there is guarantee of getting ticket on the spot a large number of persons may make last minute programs which they do not make presently because NON-availability of ticket is almost guaranteed!
