Should IR stop setting up new diesel loco sheds totally and instead focus on shifting the existing ones to better locations ( give reasons for your choice)

There are some routes whose electrification will never be economically viable. So expecting more than 90 % electrification will always remain a utopia.However, since the extent of diesel routes is since decreasing continuously in such scenario, els/dls need to be strategically located so that practice of running diesel locos in electrified routes due to lack of ets/ dts is stopped completely.
While converting dls to els is welcome and will save a lot of infrastructure and money, main question here is proper location of dls so that electrified routes can be served by elocos efficiently.

Justification of the cost of electrification is based on the savings in the running cost (fuel cost and regeneration savings) achieved by electric operation, which should be high enough to recover the cost of electrification project.
When electrification was less say 20% or IR routes, satisfying the above condition for electrification warranted a very high level of traffic on the route. Once electrification reach a very high level say 60-70%, the dieselised routes will be very small due to which, the diesel loco utilisation shall become much lower thereby further increasing the cost of train operation with diesel traction. The lines inside port terminals, are they electrified? I ask this because they would need to load the containers from ships onto the train bed using cranes, so the OHE wires may hamper such transferring operation.

Yes, I am also saying the same thing, suppose take for example after 5 years all lines 200 km around gooty go electric, then won't it be better to shift gooty shed to KR or to some other diesel track location or to convert it to into ELS
