(1) Giving social security to coolies are good, but controlling them is also the responsibility of IR.
(2) Coolies which have formed strong unions are often considered as vote banks.
(3) These coolies are in general are fleecing the hapless travellers by charging many times the official rates. Very often they charge exorbitant charges and arm twist the needy passengers and the ones who reach platform at last minute. Last month coolies asked for 2000 Rs for about 25 small-big luggages from our group at Nashik.

Many times, coolies are never seen in platforms at many stations. This creates a suspicion that they enjoy facilities given to them by IR and may be involved in some other jobs/businesses.
(5) Just splurging money on coolies without ensuring their availability at stations and ensuring fair rates charged by them is a wastage of surcharge payers money, and looks like a step of creating a new vote bank at the expense of the taxpayer's money.
