Actually the reports are true. The persons who are truly voiceless are the senior officials. The reason is the Union support of respective zones. it was even highlighted in many newspapers that lower cadre staffs dont come on time or dont work properly as they have a huge voice backup. It was once stated that they hardly present for 3 hours a day , not sure about the effective working hours. Even an issue came few months back where lower cadre people blamed DRM that he threatened with a pistol , later in a CCTV it was found that they were rejecting their transfer orders and made a false complaint ,
