Separattion of railway finances from CSR activity like schools and hospitals is needed. The most utter needed step is rationalization of fares especially Suburbanfares. If you can hike them then male respective State Govt pay for them as suburban is nothing but state transport where the benefactors are state residents. If Maha govt is taking care of Best buses. Though it is impossible to privatisation of Suburban railways it can be thought out too

Merger of Rly Budget into the General Budget is not going to give total solution to the problems being faced by IR. Even the 10000 Crore Rs saving reported in news is not guaranteed. Fin Min still have the key and he can make all kinds of adjustments in the Gross Budgetory support to IR.

RM/IR management have relatively more freedom to plan the RB as per the genuine needs of IR. It is expected that if RB is not presented for next 2-3 years, the excessive political interference faced by Rly ministry as compared to airlines, surface transport or other ministry shall vanish.

Whatever may be the fund transaction between IR & Govt of India, like payment of dividend by IR & its PSUs, Receipt of Budetory support, IR bearing subsidies for national interest etc. One thing is very clear, Govt of India is not clear how it want to treat IR? It should either treat IR like other Govt organization and take care of huge employee costs of IR or it should treat IR as a commercial organization and bear the subsidy borne by IR in the national interest. Govt then should not interfere with IR regarding taking management decisions like fare fixation, remuneration to employees etc. I expect Govt shall take some steps in this direction once the GST issue is settled and implemented.

Govt of India should donate all the investments made so far to IR and sign MOU with IR top management in return, where the later shall make commitment to achieve mutually agreed targets regarding passenger and freight traffic, efficiency parameters like Revenue surplus, OR etc. In other words govt of India should ensure efficent utilisation of the huge investment made in IR and should not be interested in getting paltry dividends from IR. IR should be made free to take its own decisions regarding fares, new train, new projects, procurement of equipment/spares, recruitment/remuneration of employees without any political interference. Govt should reimburse the subsidies borne by IR in the national interest. There should be provision to replace the IR top management and take suitable actions if the IR is unable to fulfil the MOU commitments. There will always be pressure on IR to improvise and turn into an efficient organization.
