That line was built with a major contribution from the state (taxpayers money). And if people don't benefit from it then they have no other choice but to approach the Judiciary.

Even the portion of cost borne by IR, that you talk about..... it's our (taxpayers) money. And people are well within their rights to approach the Judiciary to seek justice.
