* Here lies a very important reason for the downfall of railways in last 70 year of independence!
* If every division is acting like a separate organisation within a zone, which in turn is acting like a separate organisation within the real organisation called IR. Then What kind of organisation IR is??
* Every division, every zone instead of working in unison are acting in different direction with their own (hidden) agenda very badly hampers the performance of IR leading to poor operation, decision making and financial condition.

Too many levels of operation in IR i.e.
* Ministry of Railways
* Railway Board
* Zonal Head
* Divisional Head
* Sub Divisional Head(executive actually supervising site work)
Atleast one level should be removed to
(1) make IR more 'porous' so that policy made at top levels reach the lower level of management and gets implemented properly
(2) make decision making & implementation in fast enough to match ever changing market dynamics. The Old & lazy Elephant need to be transformed into a young & dynamic leopard.
(3) Control the ever burgeoning Manpower requirement and expenses of IR

In the era of Information Technology where
(1) the jobs of a country (like USA/ European countries etc) are done/managed by professionals working in far off countries(like India, Malaysia etc), and
(2) inspite of owning a huge Optical fiber network and IT infrastructure, IR still follows age-old organisational structure leading to inefficient management as well as requirement of abnormally large manpower!

When shall IR rationalize its organisational structure to suit the current technology and industry norms? This is the best time for IR to transform itself as India is blessed with the most dynamic combo of RM and PM since independence.
With the most dynamic Central Govt. ever at New Delhi which is fast changing the following facets of our country
A-FACE - clean India(Swachh Bharat) Lireracy, Education (esp. females) etc.
B-IMAGE -
(1) Eradication of corruption with India continuously improving on global corruption index
(2) Proactive and leading role in fighting global problems like terrorism,
(3) Decisive action on environment protection through promotin clean(Solar, wind) energy,
C- DYNAMIC GOVERNANCE-
(1) Repealing hundreds of out dated laws most of which are British legacy,
(2) biggest economic reforms-demonetisation, GST, etc;
(3) Quick decisions and implementation of policies/ projects etc.
(4) Putting bureaucracy on job to deliver the desired results.
D- MAINTAINANCE OF LAW & ORDER- Safety of innocent citizens esp. females/ children/ old Punishing economic offenders etc to change the image of India as a banana republic where there is little respect for law of land.

* Pressure of ambitious, dynamic & hard working politicians can not deliver the desired results, unless their sermons are taken by the concerned bureaucracy with right spirit.
* It is difficult for the politicians to appreciate the changes required in the Organisational structure of IR.
* This idea should basically be initiated from the Rly bureaucracy, but this is possible only if they are committed to excellence and are prepared to come out of their comfort zones and are ready to adopt big changes/ inconvenience associated with the adoption of new work procedures/systems.
