I have been told that the Bombay Howrah Mail now leaves Raipur around 11.30pm arriving Raigarh at 03:40 am. Is this correct?
Yes Sir, there is delay in the departure from Mumbai for minimum of 7 hrs.
Kindly check with the local station for exact arrival and departures as the delay can be increased in due course of journey.

Yes, it correct, train departure from Mumbai rescheduled to 04.00 next day from 20.35 hrs, till 25 Aug 11, so the cascading effect till Howrah, and intermediate stations too.Kindly check this link:-
