CR must start non stop double decker train service between panvel and pune.
Distance of 120km in just 1 hr 30 min.
Train should be of 6 to 8 coaches powered by two locos, each from both end.

normal train would do. However:
1)PNVL has very limited ability to act as terminal for trains, and Pune is saturated. Unless PNVL terminal comes up hardly any train is going to start running from here
2)the current fastest train on the route takes 140 Mins, even with non-stop i doubt timing can go below 120 Mins as this is a single line route and sees along with passenger trains some freights too. Doubling isn't on cards, and nearly every new train running via Pune-Mumbai is introduced via PNVL only, so unlikely timings can...
