Yes , They can develop Kannur or kasargod.

Let it terminate in Mangaluru itself , Sameway Madras Karwar is not needed, then Bengaluru will get less quota and Chennai people will occupy general coaches. Tamilnadu and Kerala have enough trains from Karnataka. For lagging places , they choose transit. We want Karnataka connectivity first.
