It's not about why WCR not getting train. Train is needed on the route but wrong coach composition and timings.
According to me, composition should be : 4 general coaches, 5 Sleeper coaches, 2 Third AC, 2 SLRD.
Train should run at night around 11-11:30 PM from Bhopal and reach Khajuraho early Morning.
From Khajuraho should run at around 10 AM and reach Bhopal in the around 5-6 PM.

WCR needs train, but brainlessly throwing everything in the slot isn't a wise thing. As this is a new route, they could have started by giving a overnight passenger cum passenger train from Bhopal so that people can get good overnight journey. If they wanted to slot a day time intercity then it should have started from Khajuraho around 5:30 am so that people can reach the state capital by 12:00pm.
Also the train is getting late daily. Yesterday it reached Bhopal more than 2 hours late after 1 AM in the night.
