Keeping in eye of the recent accidents in Railways, Group C/D is suffering from Underemployment syndrome.
A suggestion for short term is to award contracts for track keeping and maintainance to small contractors on experimental basis, it will be just like OBHS or Pantry contracts.
Other suggestions to curb this issue(other then kicking RM out) are welcome in blog
