Deluxe trains with costly fittings like Mahamana, Tejas, Antyodaya, UDAY-ACDD etc are not required, instead good, old & time tested work horse of IR, the SF trains are the best bet for IR.
Replace the any Tejas, Antyoday, UDAY-ACDD, Mahamana, Humsafar etc by an LHB SF with same timing, the occupancy shall be much higher.
