Will TT ask for a fine if I am traveling from Gomti express in chair car having a general ticket???

That is 2S coach not chair car.
TTE will charge 15 if he will allot seat else no extra charge. But this is rule which is followed. In case of magistrate checking or exception, a penalty of 250 can be imposed.
