There is no black dot actually.
Yet if we reply based on illusion, there are 35 spots where, the black dot appears to be.

The track seems under construction(unless location is clear we can assume only),
The Ballast on track are not evenly spread(giving credibility to first point),
The other side visible track are well laid(another point with gives credibility to first point),
Rail can not run on these tracks(Please ask any P WAY eng about it),

obviously , not in india but my guess is that these tracks are made to test the durability of the wagon wheels on coaches and loco's..
