most probably, the NFR LHB depot is new and CRS won't give 130 kmph clearance soon.
It took 3 years for BSP Rajdhani to become LHB due to SECR LHB depot being not ready, 1 year for SBC Rajdhani while NR to SWR transfer happened.
If this train had NR base like Naharlagun It would surely have been 130 kmph.

Strangely, ECOR had got 130 kmph clearance after NR to ECOR transfer of BBS Rajdhani and when I traveled in that Rajdhani in 2013, I found the coaches to be very vulnerable.
Same way, NFR also might manage it soon to get 130 kmph clearance.
Mainly the problem is experienced in NCR only.. they are very strict about all this matter, which is actually a good thing.

GR based on HTE has 130 km/h slot though 130 km/h route is 147 km away which will be reduced after completion of Hazaribag RNC route. GR of 130 km/h slot has MAS base though 130 km/h route is far away. Yalehanka Dharmavaram route has experience of 130 km/h trial but not commercial run and some 130 km/h trains have SBC base
