1. HO utlised but not updated in the system!!
2. HO unutilised, would be utilised just before the departure of the train.

Who has control over the HO in these circumstances: It is the current reservation person at the counter til such time he hands it over to the TTE some 30 min before departure.
Does the current reservation guy have the authority to release the unutilised HO quota? Or does we wait to hear from the bosses?
