A few good points about the new categorization as compared to old one:
(1) A 60 Cr earner cannot be kept in same class as New Delhi Station with over 2500 crore revenue. Mega stations have to be treated accordingly.
(2) Foot fall criteria give due importance to a pax where as earlier model overlooked this fact. Problems of overcrowding in suburban stations shall be automatically taken care of and in long run, casualty figure of suburban travellers shall come down in long run.

Empowering GMs to upgrade tourist places/ important junctions to NSG-4 category is a good move.

However the slabs for NSG could have been uniformly classified as indicated below instead of going on round figures-
NSG1- Above 500 Crore,
NSG2- 200-500 Crore,
NSG-380-200 Crore,
NSG-4 30-80 Crores,
NSG-5 10-30 Crores,
NSG-6 3-10 Crores &
NSG-7 less than 3 crore.
